Preferred Roaming Lists or PRLs are a database of System IDs marked by system
type and organized by preference within geographic areas that a wireless phone uses
to decide which service it encounters should be used. The data in the PRL also controls the roaming indicator and banner on phones with a text service indicator banner. It can also be used to BLOCK phones from seeing specific systems that are in competion with the list creator's preferences. PRLs can be uploaded at service centers or downloaded via the OTASP (over the air service provision) interface. PRLs are changed as needed by the service provider. PRLs can also be different based on the service plan and region a customer has chosen.
One company's PRL assignments are shown below.
PRLs 50105, 50106, 50107 not reported - posibly released in September in selected markets? May 1st to May 30th, 2003: 50000 and 50001 were temporarily used for AC and AC-ERI in areas most afflected by the changes to be released in 50084/85 for the price plan change on June 2nd. It is unclear if 50045/46 relate to 50036-50042 or 50047-50055. PRL 50024 was the first national "default" PRL with the introduction of AC.
PRL series including 50128 was released approximately Jan 30th, 2004, and apparently pulled soon after. ERI phones will also have an ERI version, 50018 50019 or 50020, depending on what words are displayed for each roaming indication. For example, the messages in ERI 50019 are shorter than those in ERI 50018 to fit the width of the phone. The ERI version does not need to match the PRL version number. Prior to the introduction of the PRLs above the company issued one PRL nationwide for most plans.
PRL 50016 was released in the Carolinas and PRL 50015 in the west to "fix broadcast SID issues". PRL 50014 was a national standard PRL, one of the first that was nationwide. PRL 50013 was a quick fix that replaced PRL 50012 after one week of release. PRL 50012 was for PCS areas and PRL 50011 for non-PCS areas (with 40004 for dual mode phones). PRL 50010 was a standard PRL for non-PCS area. Earlier PRLs were regionally issued based on the original coverage offered (A SYS, B SYS, or PCS). With the introduction of 50024 came regional plan PRLs. These are used for regional and local plans within the regions shown. In general, the most current regional PRL will have the same structure as the most current national PRL but the roaming indicator will reflect the coverage that is part of the plan. In addition, there are PRLs for Dual-Mode phones (800MHz only grandfathered service) and for testing.
Hopefully the above information has been interesting to see how one company
has assigned PRL numbers (or PRL IDs) and how those numbers can be managed.
